        R_MN10300_32.  Don't adjust pcrel_relocs_copied.

        and gotoff relocations if the symbol doesn't bind locally.  Use
        _bfd_elf_symbol_refs_local_p to test.  Don't create dynamic
        relocation for PCREL32.

        to test whether a symbol binds locally.

        Similarly use "rawsize", if non-zero, in reloc functions to validate
