Make-lang.in (dvi): Use ch/chill.dvi not chill.dvi.

* Make-lang.in (dvi): Use ch/chill.dvi not chill.dvi.
(ch/chill.dvi): Use TEXI2DVI instead of custom tex calls.  Create
the dvi file in the ch directory.
