Add selftest for substitute_path_component

This patch add some unit tests for the substitute_path_component
function.

gdb/ChangeLog:

* Makefile.in (SUBDIR_UNITTESTS_SRCS): Add
unittests/utils-selftests.c.
* unittests/utils-selftests.c: New file.
