Makefile.in (c-gperf.h): Generate using gperf language 'C'...

        * Makefile.in (c-gperf.h): Generate using gperf language 'C', not
        'KR-C', so gperf uses the `const' keyword on strings.
        * c-parse.gperf (resword): Const-ify a char*.
