[Hurd] Specs maintenance

gcc/
* config/gnu.h (CPP_SPEC, LIB_SPEC): Don't override.
* config/i386/gnu.h (STARTFILE_SPEC): Use gcrt1.o instead of
gcrt0.o if linking dynamically.
