(INCLUDES): Move definition to same place as parent makefile.

(ALLOCA): Define.
(OLDAR_FLAGS): Delete.
(OLDCC): Define.
(CLIB): Define.
(SUBDIR_USE_ALLOCA): Don't use ALLOCA if compiling with gcc.
