c-decl.c (finish_decl): Don't set DECL_C_HARD_REGISTER for non-register variables.

* c-decl.c (finish_decl): Don't set DECL_C_HARD_REGISTER for
non-register variables.
* extend.texi: Document that asm-specifications do not make sense
for non-static local variables.
