configure.in (target_makefile_frag): Use mt-alphaieee.

  * configure.in (target_makefile_frag) [alpha*-*]: Use mt-alphaieee.

  * mt-alphaieee: New file.

  * config/alpha/t-ieee: Remove multilibbing.
  (TARGET_LIBGCC2_CFLAGS): Add -mieee.

  * configure.host (alpha*-*) [libgcj_flags]: Add -mieee.
