* diagnostic.c (diagnostic_report_diagnostic): Handle fpermissive
option specially.
* toplev.c (flag_permissive): Do not define.
* c-tree.h (system_header_p): Delete unused.
c-family/
* c.opt (fpermissive): Add Var(flag_permissive).
