freedreno/a5xx: small cleanup

We no longer have semi-custom clear pipe that uses 3d state.  Normal
clears happen via hw blitter, and everything else uses u_blitter these
days.  So we don't need this hack.

TODO a3xx+a4xx could get same treatment.
