Adjust quoted-sym-names test

Some targets restrict symbol addresses in .text to instruction
boundaries.

* testsuite/gas/all/quoted-sym-names.s: Define syms in .data.
* testsuite/gas/all/quoted-sym-names.d: Adjust to suit.
