toolchain-external: add hashes for Blackfin toolchains

toolchain-external: add hashes for Blackfin toolchains

Those toolchains are downloaded from Sourceforge, and are therefore
affected by the Sourcefoge download issues. Therefore, this commit
adds the hashes for those toolchain tarballs.
