utils.c: Include diagnostic.h.

* gcc-interface/utils.c: Include diagnostic.h.
(gnat_write_global_declarations): Output debug information for all
global type declarations before finalizing the compilation unit.
* gcc-interface/Make-lang.in (ada/utils.o): Add dependency.
