linux64.S: Emit .note.GNU-stack even when POWERPC64 is not defined.

* src/powerpc/linux64.S: Emit .note.GNU-stack even when
POWERPC64 is not defined.
* src/powerpc/linux64_closure.S: Likewise.  Also test _CALL_ELF == 2.
