stl_config.h: Define __STL_HAS_WCHAR_T...

* stl_config.h: Define __STL_HAS_WCHAR_T,
__STL_MEMBER_TEMPLATE_CLASSES, __STL_HAS_NAMESPACES,
__STL_NO_NAMESPACES and __STL_LONG_LONG.
