leverage linker relaxation on ppc vxworks RTPs

        * config/rs6000/vxworks.h (VXWORKS_RELAX_LINK_SPEC): New macro.
        Pass --relax to the linker for RTPs.
        (LINK_SPEC): Append VXWORKS_RELAX_LINK_SPEC.
