* configure, config.in: Regenerated.
* configure.ac: Add --with-system-gdbinit.
* main.c (get_init_files): New.
(captured_main): Use get_init_files.  Load system gdbinit before
$HOME/.gdbinit.
(print_gdb_help): Print location of init files.
