c-common.h (STATEMENT_LIST_HAS_LABEL): New.

        * c-common.h (STATEMENT_LIST_HAS_LABEL): New.
        * c-semantics.c (add_stmt): Set it.
        * c-decl.c (finish_decl): Use it to create a new BIND_EXPR
        before instantiating a variable sized type.
