configure.target: Fix comment for mips atomicity.

* configure.target: Fix comment for mips atomicity. Add
mips*-*-linux* target, enable atomic operations there.
* config/cpu/mips/atomicity.h: Fix comments, remove
#ifndef/#endif. Add push/pop mips2.
