[ARM/FDPIC v6 22/24] [ARM][testsuite] FDPIC: Skip tests that require -static support

Since FDPIC does not support -static, skip the related tests.

* lib/target-supports.exp (check_effective_target_static): Disable
for ARM FDPIC target.
