[Ada] Simplify statically known Max_Size_In_Storage_Elements attribute in more cases

gcc/ada/

* sem_attr.adb (Eval_Attribute): Generalize static evaluation of
Size attribute references to also handle
Max_Size_In_Storage_Elements references.
