re PR ada/19489 (gnat tools not buildable cross)

PR ada/19489
* libada-mk.in: Use cc_for_cross_gnattools, not cc_set_by_configure.
* configure.ac: Set cc_for_cross_gnattools.
* configure: Regenerate.
