t-hpux (LIBGCC1_TEST, [...]): New, set to NULL.

* config/ia64/t-hpux (LIBGCC1_TEST, STMP_FIXPROTO,
LIB2ADDEH): New, set to NULL.
(SHLIB_EXT, SHLIB_LINK, SHLIB_INSTALL, SHLIB_MKMAP): New.
