Constrain std::variant constructor for class template argument deduction

* include/std/variant (variant::variant(_Tp&&)): Constrain to remove
the constructor for empty variants from the candidate functions
during class template argument deduction.
* testsuite/20_util/variant/deduction.cc: New.
