(1) repair Makefile targets involving "binutils.texinfo" to use
instead new short name "binutils.texi" (which presumably someone
changed for SysV short-name file systems).

(2) use [what I understand to be] current conventions for $srcdir,
makeinfo -o.

(3) more filtering of roff'able target forms of doc.
