targets/egl-static: fix library search order

Use

  $(MKLIB) -ldflags '-L$(TOP)/$(LIB_DIR)'

instead of

  $(MKLIB) -L$(TOP)/$(LIB_DIR)

to make sure the local library path appears before system's.
