microblaze.c: Don't include opts.h.

* config/microblaze/microblaze.c: Don't include opts.h.
(microblaze_handle_option, TARGET_HANDLE_OPTION): Remove.
* config/microblaze/microblaze.opt (mxl-stack-check): Use Warn.
(mno-clearbss): Use Var and Warn.
