Re-enable rgn-at11 test for MIPS targets with adjusted section alignment.

* testsuite/ld-scripts/rgn-at11.s: New file - based on rgn-at10.s
but with 16 byte section alignment.
* testsuite/ld-scripts/rgn-at11.d: Use new source file.  Reenable
test for MIPS targets.
