Fix for gdb.python/py-breakpoint.exp

Not all systems have hardware breakpoint support.  Add a check
to see if the system supports hardware breakpoints.

gdb/testsuite/ChangeLog

* gdb.python/py-breakpoint.exp (test_hardware_breakpoints): Add
check for hardware breakpoint support.
