        'disable_target_specific_optimizations' and turn it into a
        tri-state variable.
        (RELAXATION_DISABLED_BY_DEFAULT): New macro.

        (RELAXATION_ENABLED): New macro.
        (DISABLE_RELAXATION): New macro.
        (ENABLE_RELAXATION): New macro.
