Patch from H.J. Lu for alpha-linux port.

* config/alpha/elf.h (CPP_PREDEFINES): Add -D__PIC__ -D__pic__.
(STARTFILE_SPEC): Always use crtbegin.o%s
(ENDFILE_SPEC): Always use crtend.o%s.
