Add target_ops argument to to_supports_non_stop

argument.
* target.c (find_default_supports_non_stop): Add argument.
(target_supports_non_stop): Add argument.
(find_default_supports_non_stop): Add 'self' argument.
* remote.c (remote_supports_non_stop): Add 'self' argument.
* linux-nat.c (linux_nat_supports_non_stop): Add 'self' argument.
