builtins.c (fold_builtin_load_exponent): New.

* builtins.c (fold_builtin_load_exponent): New.
(fold_builtin_2): Use it.

testsuite:
* gcc.dg/torture/builtin-ldexp-1.c: New.
* gcc.dg/torture/builtin-math-2.c: Add ldexp/scalbn/scalbln cases.
