haifa-sched.c (sched_emit_insn): Emit insn before first non-scheduled insn.

* haifa-sched.c (sched_emit_insn): Emit insn before first
non-scheduled insn.  Inform back-end about new insn.  Add
new insn to scheduled_insns list.
