* mips-tdep.c (heuristic_fence_post): new static variable.
  (heuristic_proc_start): use heuristic_fence_post, print better
  warnings, but only if not stop_soon_quietly.
  (_initialize_mips_tdep): add_set_cmd for heuristic-fence-post.
