g-os_lib.ads (Current_Time): New function.

* g-os_lib.ads (Current_Time): New function. Returns the current
system time as an OS_Time value.

* s-osprim.ads (Clock): Add more precise definition of UNIX epoch.
(Monotonic_Clock): Same.
