arch-power: Add fixed-point logical count zeros instructions

This adds the following logical instructions:
  * Count Trailing Zeros Word (cnttzw[.])
  * Count Leading Zeros Doubleword (cntlzd[.])
  * Count Trailing Zeros Doubleword (cnttzd[.])
