Check $READELF_FOR_TARGET for readelf in configure

Similar to as, ld, nm and objdump, gcc configure should check
$READELF_FOR_TARGET for readelf.

PR bootstrap/67385
* configure.ac (gcc_cv_readelf): Check $READELF_FOR_TARGET.
* configure: Regenerated.
