sh.h (SIDI_OFF): Remove.

* config/sh/sh.h (SIDI_OFF): Remove.
* config/sh/sh.md: Use gen_highpart and gen_lowpart to access
DImode subregs instead of gen_rtx_REG or simplifly_gen_subreg
or operand_subword.
