Detect unused parameters in ipa-modref

* ipa-modref.c (modref_lattice::merge): Do nothing if F is EAF_UNUSED.
(analyze_parms): Detect unused params.
(modref_merge_call_site_flags): Merge correct EAF_UNUSED.
