noncompile.exp: Load_lib c-torture.exp.

        * noncompile/noncompile.exp: Load_lib c-torture.exp.
        (postbase_with_opts): New proc to loop over TORTURE_OPTIONS and
        call `postbase' for each one.  All callers of `postbase' changed
        to call this instead.
