configure.ac (gcc_AC_CHECK_DECLS): Add vsnprintf.

* configure.ac (gcc_AC_CHECK_DECLS): Add vsnprintf.
* configure: Regenerate.
* config.in: Likewise.
* system.h: Declare vsnprintf if not already declared.
