alpha.h (TARGET_SWITCHES): Turn on MASK_EXPLICIT_RELOCS if the assembler supports it.

        * config/alpha/alpha.h (TARGET_SWITCHES): Turn on
        MASK_EXPLICIT_RELOCS if the assembler supports it.
        * configure.in (HAVE_AS_EXPLICIT_RELOCS): New.
        * configure, config.in: Rebuild.
