mips.h (SUBTARGET_ASM_DEBUGGING_SPEC): Move -mdebug/-no-mdebug switches ...

* config/mips/mips.h (SUBTARGET_ASM_DEBUGGING_SPEC): Move
-mdebug/-no-mdebug switches ...
(MDEBUG_ASM_SPEC): ... here.
Use only with gas.
(EXTRA_SPECS): Initialize mdebug_asm_spec.
