spu.c (TARGET_ENCODE_SECTION_INFO): Define.

* config/spu/spu.c (TARGET_ENCODE_SECTION_INFO): Define.
(spu_encode_section_info): New.
* config/spu/spu.h (ALIGNED_SYMBOL_REF_P): Adjust.
(SYMBOL_FLAG_ALIGN1): New.
