i965: Stop flagging viewport/scissor change on drawbuffers change.

The viewport (ctx->Viewport._WindowMap) doesn't change with drawable size
changes, and we update scissor (ctx->DrawBuffer->_Xmin and friends) on
_NEW_BUFFERS in things like brw_sf_state.c.
