Makefile.tpl (BASE_FLAGS_TO_PASS): Also pass DESTDIR.

* Makefile.tpl (BASE_FLAGS_TO_PASS): Also pass DESTDIR.
(install-info, dir.info): Prepend $(DESTDIR) to $(infodir).
* Makefile.in: Regenerate.
