[Darwin, PPC] Install the same headers as other sub-targets.

This is primarily in order to improve testsuite coverage, we might elect
to prune the list at some point.

* config.gcc (powerpc-*-darwin*, powerpc64-*-darwin*): Remove
override on extra_headers.
