arch-power: Add fixed-point doubleword shift instructions

This adds the following shift instructions:
  * Shift Left Doubleword (sld[.])
  * Shift Right Doubleword (srd[.])
  * Shift Right Algebraic Doubleword (srad[.])
  * Shift Right Algebraic Doubleword Immediate (sradi[.])
  * Extend-Sign Word and Shift Left Immediate (extswsli[.])
