picochip.md (cbranchhi4): No :CC for match_operator.

        * config/picochip/picochip.md (cbranchhi4): No :CC for match_operator.
          The instruction is then expanded explicitly.
        (supported_compare): Callable instruction.
        (compare): Likewise.
